It simply gives you a percentage of the damage you deal back as healing. Shieldbow does lifesteal, which only applies to autos and select abilities that modify autos.

In the past, urgot has benefited more from broad healing than specific lifesteal - items like Death's Dance which used to heal based on damage dealt would heal a lot more than items like BoRK or Bloodthirster that only healed based on the actual auto attack portion of his damage (much lower than the damage from his passive and abilities).
