This is completely subjective. Steam Deck is more mature and established and runs a Linux based OS. Rog Ally has newer and better hardware and runs Windows. It really comes down to your use case OP. You say you’re tech savvy so you can do a lot with both devices such as putting Windows on SD or Linux on the Ally.
